What you need to know about the investigation into Xcel Energy
Billing and credit complaints from Xcel customers are higher than ever.
According to the Public Utilities Commission's Consumer Affairs Office, there’s been a marked increase in complaints related to incorrect billing from Xcel’s residential customers. In 2019, there were 210 billing complaints from Xcel customers. In 2024, that number exploded to 1,191, an increase of over 450%. The CAO recently shared an update stating that it has "not observed a significant improvement in Xcel's performance regarding billing errors."
Regulators have opened an investigation to determine what action they should take to address the increase in complaints.
As a result of the alarming trend in billing errors complaints by residential customers, the PUC ordered an investigation in 2025 to identify the cause of the increase. Since then, in response to comments submitted by various parties including CUB, the PUC has expanded its scope to include all of Xcel’s customer classes—residential, commercial, and industrial—and is considering if a third-party investigation into customers' complaints is warranted.
CUB is calling for an independent, third-party investigation of Xcel Energy to address concerns around billing and customer communications.
Earlier this year, CUB and the Legal Services Advocacy Project filed comments speaking to some of the experiences and struggles customers have shared with us. Now, we need you to share your experience to help us build a case and address these systemic issues at Xcel Energy. If you’ve ever been issued an incorrect monthly bill from Xcel, if you’ve had trouble working with Xcel customer service, or if you’ve had difficulties related to your billing or energy usage information, submit a comment using CUB's comment form.
